The Publishing role adds the ability to trigger publish operations.  Users without the Publishing role may still be able to publish, but only via automatic publishing features associated with Workflows. 

The Publishing role adds the Publish application shortcut to the Desktop interface's Sitecore menu and the Publish command to the Content Editor.
